PAY: Employees not paid when working hours are blank or zero

Hi i am having this issue with the payroll elements in the payroll run.  the employees with 0 or null values in the working hours standard condition are currently not getting paid when the payroll is ran.  what would be the cause of this and how can i fix this issue?
