FRM-40501 Could not reserve record in Transactions workbench. New to R12?

We just upgraded from 11i to 12.1.3.  Users in the AR Transactions workbench are now receiving the FRM-40501 error. Could not reserve record. 

We have received this error in the past in Order Management but not in AR.  Did something change in R12 that would trigger this error in AR?  Our business process did not change.  Users are often in the same batch and this has never been an issue.
