New DG instance - logs shipped but not applied

Hi ,I created a new Data Guard instance.  Attached are the pfiles for both primary and standby databases.  The logs get shipped, I can see them on the standby server, but they are not getting applied to the standby database.
Please advise if I have some wrong init parameter.
