I can't get Siebel thin client up and running

I have installed Siebel 8.1.1.6.  I have all the servers up and running but I can't seem to get the web extension to communicate with the Siebel server.  I just keep getting that "a connection could not be made".  Connection timed out.  eApps.conf looks to be setup correctly, and I am using SADMIN/SADMIN as my Anon User.  Any ideas as to what could be causing this.  Thanks!
