expansion value of all in FSG reporting

We seem to have an issue when we are using theexpansion value of ALL.  The reports are using content sets.  We DO NOT receive any warnings or errors upon completion.

We select the ALL value for expansion.  The report opens in excel but we seem to have only one tab in the excel doc instead of two tabs.  screen shots attached.

anyone have any ideas?
