Taiwan legislation for HCM

Hi,

Has anyone installed Taiwan legislation or Oracle HCM 12.1.3 Rup 4?  We have American English and Japanese NLS installed.

I was directed to note id 850007.1. 

I am wondering if we missed any steps. I am particularly questioning the pre-installation step:

Step 1: Verify that ZHT patch has been applied
If you want to apply ZHT patch for HRMS Taiwan Payroll Localization R12.1.1, please ensure that ZHT patch has been applied to your environment? What patch is this note referring to? 

How do I check to see if we are at AD.H level or higher?  This apears to be written for 11i, not 12.1.  We are on AD:12.B.3
