need Shell limt concept explanation

Hi,
I am struck up with blow mentioned shell limits.

1) why are we using these shells?
2) What are those signifies exactly (With example explanation would be appreciated)?
3)How to calculate their sizes?
4) What is the relationship with Oracle?

memory(kbytes)       unlimited
