How to add VAT tax as recoverable instead of non recoverable while using Sabrix Tax engine ( 3rd Par

Hi All,
PO is set to accrue at receipt and on PO receipt , VAT tax is getting accrued. 

We do not expect to see VAT accrued at the receipt since this is recoverable tax.  But VAT is getting added as non recoverable tax in PO.
We are using Sabrix as our tax engine and they have indicated that this is the only way Oracle is allowing third part tax engines to integrate. 
How can we use Sabrix to apply a recoverable VAT tax to avoid accounting issues.
