Order is going into error

Hi,

An order is going into error when trying to cancel a line,with the following error- PO_Document_Control_PUB is not able to cancel the PO line  : 1 line id : 1279201 Api Status :  E : Error mesg : The specified control action (Line_Action = CANCEL) is invalid for this document.

The order has two lines -

Line1 is with LINE_ACTION = Create

Line2 is with LINE_ACTION = Cancel
