Submit the concurrent program from JSP function in ESS responsibility

1)Created an .rdf report

2)Convert that into xml

3)Registered the xml report using xml publisher

4)And registered the report under concurrent program like below with the Executable 'XDODTEXE'.

5)Create a Function and under web HTML I and call like “OA.jsp?akRegionCode=FNDCPPROGRAMPAGE&akRegionApplicationID=0&programApplName=WSSCHRMS&programName=HRPOVERTIME&scheduleRegion=Hide&notifyRegion=Hide&printRegion=Hide&programRegion=Hide&orgID=101&layoutRegion=Hide”

6)After this When I run I am getting this error message.

7)“oracle.apps.fnd.framework.OAException: Application: FND, Message Name: FND_NO_REGION_CODE. Tokens: REGION = FNDCPPROGRAMPAGE; REGIONAPPLID = -1;”

Any one know wht I am doing wrong!
