Preventing a reservation for material in with a specific status

 We have set up a specific status for a locator and would like material to not be reserved against it. We have not been able to find a combination to allow this. Based on the sub inventory type, the locator cannot be set up as a Receiving location, which we think would prevent the reservation. Is there any way to prevent this locator from being included in reservations? We're on Oracle EBS 11.5.10.2. Thanks, Margot
