archivelog deletion policy

I am on 11.2 and have setup dataguard between two machines.  I set the archivelog deletion policy in RMAN to 'CONFIGURE ARCHIVELOG DELETION POLICY TO APPLIED ON ALL STANDBY'.  My question is

WHen will Oracle delete the archivelogs?  Only when the FRA becomes full (i.e. it hits the db_recovery_file_dest_size) or immediately after the archivelog is applied?  Also does db_flashback_retention_target factor into this equation?  Tks.
