Dotted underline not appearing in the report

Hi All,
please find the attachment for your reference.

please compare expectedOP and actualOP, in rtf i have selected dotted underline for AREA/CITY/PROVINCE but in actualOP its coming as undotted line.

any help will be appreciated.
