How to default the country in Parts Requirement Special Address

I cannot figure it out.

The default country for a special address used in a Parts Requirement is United States. I would like to default it to a country based on responsibility.

I couldn't find a profile or a default value in the DFF definition that could influence this. Does someone know how to manipulate this specific value?
