R12 Receipt Accruals - Period-End is accruing $0 accruals where in 11i it ignores those

Hello All,
We are running this process in R12 and it seems to be picking up $0 accruals. We have a case where the po line is a quantity of 40 at 0 dollars. We have received these 40 and never billed them for some reason. Why do these get ignored in 11i but are trying to be processed in R12??
