You are not setup as a worker, PO Buyer, Cross BG, full hr install

We are facing following issue, how to solve:

 

Full install HR, multiple Business Group, Operating Unit one per Legal Entity,

 

employee of Costa Rica Business Group, needs to be buyer in Costa Rica Operating Unit, however he needs to be able to be buyer for US operating unit as well. Therefore, currently , we need to create him as

buyer in the US operating unit. This fails, because he is not a worker in US business Group, Error message, You are not setup as a worker in the US Procurement resp.

 

So question, is it possible for a Costa Rica employee, part of costa rica business group , to become buyer in the US operating unit?
