R078641 Create DBA F06146 For Year End Special Handling

I am in the process of reviewing the Year End ESU and notice that SAR 14504725 created a new report R078641 which gives the user the ability to copy money from one DBA to a new DBA in the F06146 for Year End Special Handling purposes.  There is no other information for this process.  Can you explain why Oracle has created this UBE?  What is the benefit of doing this?  Is it required for reporting?
