Method to prevent manufacturing transactions for certain branches

Wanted to know from community members if there is any method of preventing users from entering transactions for certian branch plants. We have explored the following but it does not work for our situation

a). Making all items in the branch as obsolete - system does all creation of work orders, processing them and also record completions

b). Setting the BP constants with a special caharcter for the second item number

c). SQL the stocking type to a non-existent UDC value - system does all creation of work orders, processing them and also record completions

d). Row security is also not an option since we are on 8.0 and are apprehensive that the performance could be affected.
