error when creating a layout for a budget upload

we installed the patch 6898666 and we are now able to get to the budget integrator.  we are selecting the default budget and then select a budget and its parameters.  After selecting create we are excel open and the process begins to create the excel document.  After a few minutes we get the message attached in the window.

also have the profile option BNE Allow No Security Rule = Yes
