Can we make the Item Cost restrict when the Move Order Approves?

Dear Experts,

We have got the requirement that when any Move Order is ceated and approved the Cost of the Item will be used same as when it approves.

Suppose Inventory Costing is set on Average Inventory Costing, when ever a Move Order created will use the current Item cost. Lets assume Move Order 1 is created with item cost 10 and has been approved also. But if average cost is increased with the other items delivered in the inventory then the cost will be used when it transact is about 12. It means that the approver approves the issuence of 10$ but when it transact the cost comes with the 12$.
