Russian characters does not appear in pdf

We are using Oracle forms and report version 11.1.2.0.0, and deply application with NLS_LANG=AMERICA.UTF8
At forms level system is accepting storing russian fonts but when we try to retriev reports it shows us garbage data.

Any help.
