Unable to Call HTML from R12.

Team,
We have a fresh R12.1.2 instance installed.
I am trying to call a webpage say "Oracle.com" using a function.
I am unable to get the oracle site opened.

This is the standard oracle function , i have used for testing.
Function Name : OAM_PAT_HELP.
Web : http://www.oracle.com

The page is not getting opened. i am facing an HTTP:404 error.
Can anyone from the community help me on this.
