R12.1.3 adpatch does not read ad_files table for flagged files

hi,

R12.1.3 adpatch does not read ad_files table for  flagged files

We are on R12.1.3
We use customization and has used registered flag in OAM page
When applying a patch we are expecting an alert to be shown but there is no alert when running adpatch even f the patch provides a "flagged file" in OAM.
