Customer Interface- Address validation for this record failed

Hi ,

The Customer Interface is rejecting few Bill to address with error -- v5, Address validation for this record failed.

We have Geography Hierarchy setup for country US -State/County/City/Postal Code.

We observed that for few Operating units the Customer Interface is validating the above setup and rejecting the records with Address validation error.

But for the few  Operating units the same address is not rejected and processed by Customer Interface Program .

Can someone help if the Geography Hierarchy setup is Operating Unit Specifc and how it is mapped .

The version is R12.
