PO : Email notfication not sending in HTML format

We are trying to send the PO approval emails in html format but it is not working for any of the users.

If the user set up in the preferences are set to "Plain text email", the email notification received to users but we expect the notifications only in HTML format.

Pls let me know any global setting is required to setup the PO email notification in HTML format.
