ASAP installation fail when creating database

We got ASAP installation fail when the installer was creating ASAP database users ...
Error : Abort CreateDatabase due to invalid database login ID or password !!
ORA_AddLogin is done !!

The error occurred even when we ran 'CreateDatabase" command manually. But sqlplus was successful.
