Qualifier setup for Quotes

Hi Gurus,

We have requirement of allowing only up to 5% discount on certain Quote (Order types) to customer.

If discount on quote is more than 5% it needs approval from manager else no approval required. and once quote is converted to sales order there should be any adjustment to the sales price.

As per oracle pricing we cannot set the discount limit "up to" certain limit .and qualifier cannot beset to allow adjustment to quote and not for Sales order.and quote approval required only based on discount limit.
