How to create amount wise surcharge in modifier

Our client wants to create modifier, in which its required to add surcharge from amount 1 to 35 for any perticular order and no one can add value greater than 35. Its on amount basis not on percentage basis.

I am trying to figure out the solution but i am not getting the desired result.
