Impact of multiple business groups

Hi,
We have a requirement like this

Client is having a single Business Group with multiple Legal Entities across differentt  countries.Modules are HRMS, Financials,projects costing/billing and purchasing
 
Now the client wants to extend HRMS modules and wants to go for country specific BGs

Now is it possible to create multiple BGs and transfer only the employess(from the source BG) to the other BGs and still use Oracle Financials/Projects/Purchasing fetching the employees from the other BGs

What would be the impact?
