11i : Unable to skip jobs using adctrl .

Hi,

We are applying 6241631 H RUP7 language (PTB)patch.
We encountered a stage where in two of the workers failing like below.We tried skipping the workers using hidden option 8 from the adctrl utility.But it is not working.
          FAILED: file bneint.ldt   on worker  1.
          FAILED: file bneparamlist.ldt on worker  2
We don't have BNE product installed so we can skip these jobs.
