US PAY: Upgrade Wage Attachments

The Americas (US, CA, MX) HCM High Priority Alert [ID 404478.1] has been updated with the information below.I cannot find that we have ever ran the "Generic Upgrade Mechanism for Wage Attachments" and would like to know if this is something that we should be concerned about? We are 12.1.3 and I don't see that we have ever ran this request even when on 11i. Can someone explain the extent of this issue and if we should consider applying the patch in our situation? Thanks!

New Update 21-Nov-2012:

Customers who have run the Upgrade Wage Attachments process after applying the 2012 RUP are reporting the errors similat to those listed below when either running a quickpay or processing a payroll for employee(s) with involuntary deductions:
