Customer Hub Web Services

We're planning our Customer Hub 12.1.3 implementation. I have come across several references to customer hub web services including an OrganizationService, PersonService, OrganizationMatchService, etc. However, the documentation is unclear as to whether these apply to EBS/OCH or Siebel UCM. Does anyone have experience with these services and can provide additional information?
