Is there a safe and effective means to systematically reduce the table size of PJI_FP_XBS_ACCUM_F?

During an R12 upgrade the table PJI_FP_XBS_ACCUM_F seems to be very large.  So two questions:  (1) can this table be rebuilt after the upgrade instead of during?  (2)  Is there a safe and effective means to systematically reduce the table size of PJI_FP_XBS_ACCUM_F?
