set timer for a custom concurrent program?

I have a requirement to write a concurrent program to call API WSH_EXCEPTIONS_PUB.Exception_Action to purge data from WSH_EXCEPTIONS table.  This table, as you may, can have huge amount of data to be purged.

User worry if the program run too long.  So the user requirement is to terminate or rollback the concurrent program if the program run over an hour.    Does this requirement makes sense to you?  Is there a timer API or function in 11.5.10.2 that I can use for this purpose?
