OAB - APP-BEN-91725 No activity base rate error

Our staff are processing open enrollment changes and were on the Non Flex Program Enrollment screen for an employee when they received the following error:

APP-BEN-91725:  No activity base rate has been found for the flex credit plan or no flex credit plan exists. This error has occurred in the following package:  ben_provider_pools.total_pools.

We are on EBS 12.1.3 with RUP5 and EOY Phase 1 patches loaded.  Can anyone give me direction on what this error indicates?
