11gR2 RAC 2 node Database Fails to Start With Error ORA-00132: syntax error or unresolved network na

Dear all,
Starting 11gR2 RAC database using srvctl utility fails with below error messages:

CRS-2674: Start of 'xx' on 'xx' failed
CRS-2632: There are no more servers to try to place resource 'xx' on that would satisfy its placement policy
CRS-5017: The resource action "xx" encountered the following error:
ORA-00119: invalid specification for system parameter LOCAL_LISTENER
ORA-00132: syntax error or unresolved network name 'xx'

If i will try to start from sqlplus using same prarameter file, database starting without any issue.

I have already follow below not but issue not resolved.
