Polling Timers not picking data from staged_message

Hi Experts,
We have sim version 13.2.3 which is integrated with RMS thru RIB.

When a new item is created in RMS, it flows thru rib and sits in staged_message table of SIM forever. The message is never picked by Polling timer.

Also, in the UI for polling timer , last update column is always null and there is no update in sim.log if polling_timer is running.

Can you please advise what /where to check for issues?
