Inactivating RG Update Transaction Types for all users

In an attempt to reduce confusion, we are trying to inactivate the RG Update Transaction Types (Misc. Issue (RG Update) & Misc. Receipt (RG Update)) for all of our users. Unfortunately, these are set up as User Transaction Types and not System Transaction Types, so we can only inactivate them individually by user account.  Does anyone know how to inactivate these system-wide? Or why Oracle identified these as User Transaction Types in the R12 upgrade?
