Multiple Operating Unit only for incentive Compensation module?

The client has been using Oracle applications with a single operating unit and have used two separate legacy systems for their comissions. Each system is managed my a different commission analyst team.now if Oracle incentive compensation is implemented how is it possible to have each commisison analyst team to continue their activities (calculation,loading,payment) without overlapping with the other commission analyst team without using multiple operating units.is that possible?
