Budget wizard

Problem definition- The problem is we want to upload budgets in r12 using excel 2010. i created budget worksheet in desktop intergrator. Excel viewer is 2007(?) not 2010(why?)
In GL superuser responsibility. Nav/budget/launch budget wizard.  Enter organization, budget name, accounts( i dont want to enter but they are required), and all required information. Submit create document. In excel the document is created. I want to cut out all information that has been downloaded and copy and paste from an existing excel spreadsheet. Then upload into oracle. The document will not allow me to copy into read only fields. We have tried unprotecting sheet also. Any ideas? Can you ask your functional team?
