Error during Upgrade Siebel Database Schema (upgrep) : ValidateFailed for HardDBValidation, error :

Hello,

After installation of gateway and server with language FRA and ENU; copy database 7.7, I ran database upgrade step 28 from bookshelf. I found error Installation found to be incomplete. Please add the following languages to existing Siebel Server installation and retry: "FRANÇAIS". As Siebel server is installed with ENU and FRA and old DB contain ENU and FRA language, I don't understand origin of message. Could anyine help me ?

Platform : AIX

Databse : Oracle 10
