Held Orders to not affect availability

In the case of held orders, we would like for availability to not be affected by the associated lines on the order.  So, if a customer is on credit hold and all of their orders go on credit hold, then in essence we would not like for this customer's orders to tie up the inventory for customers who are not on credit hold.  Is there a way to do this?  Thanks.
