Application Deployment Error(s) "Member defined more than once in load file".

Hello All!

I am experiencing this issue (again) in our QA environment.  First, I am using a .ads file that has been successfully imported and deployed in other environments as well as in this same QA environment previously.  There are no duplicate entries in any of the sections of the file.  Presently, in our QA environment, the file will upload (using a import profile that is tested and proven), and validate.  However, when I try to deploy an application I get the "defined more than once" errors for all entities. 

 I'd like to know...

1.  Is the .ads file the source for the metadata during the deployment process?  (I ask this because after the import/upload of the .ads file, the shared (dimension) library and the application outline look as I would expect them to look using the import file with no duplicates.)
