What may cause no PDF communication output directly when doc got approved?

Hi, All,
R:12.1.3
Ct can manually generate PDF from program PO Output for Communication.
But when importing requisition from interface, no PDF output from  PO Output for Communication program.
From the plain text output '.req'  file, I found there is approved SPO 's generated already.
There is no error in the plain text output - '.req'  file, but I am not sure if I missed anything important.

Thanks in advance. What may cause this prob?
