How to enable Update icon in XML publisher Template in oracle EBS R12

Hi,

Update Icon is disabled for Journal Entries Report in XML Publisher Template

I downloaded the Journal Entries Report template(.rtf file) from XML Publisher-> Template and edited as per our requirements now I want to upload the new .rtf file but I unable to upload as the update Icon is disabled. How can I enable (or) how can I upload my new .rtf file
