Enterprise manager throwing ERROR http: Error in obtaining IP address, ret=7005 and applying patch

hi all,

I have 11.2.0.1 database installed on HP-UX itanuim..and I'm not able to view the enterprise manager URL it keeps giving the page cannot be displayed on internet explorer..the db control and the agent are both up and running...I checked the emagent.trc it keeps throwing the error http: Error in obtaining IP address, ret=7005...I searched on metalink what I found was it's a bug and the patch 9756966 is supposed to solve it..I installed the patch without any errors but it didn't solve the problem,now I have the following errors
