Patch 8547918 fails FNDLOAD

We have American English and Japanese languages installed on our HCM instance, but need to apply the Taiwan legislation.

We have done all pre-req's for patch 8547918.  When applying 8547918 American English patch, it fails with:


   FAILED: file CLA_TW_PAYBALS.sql on worker  1 for product cla username CLA.

Time is: Wed Nov 28 2012 10:22:45


ATTENTION: All workers either have failed or are waiting:

    FAILED: file CLA_TW_PAYBALS.sql on worker  1.

ATTENTION: Please fix the above failed worker(s) so the manager can continue.
