Resource charge not updating Start and end date

We are on 11.5.10. Having an issue with the start and completion date after charging resource is shown the one and the same in eAM work order details.

1. Work order is released

2. Resource instance is added to work oder

3. Maintenance completes the actual work

4. Resource transaction "assigned units" in HR is 1 and "charged units" is 0.75 HR

5. Client is Expecting  to see a difference of 0.75 HR between start and completion date.

6. However both the times are shown one and the same.

Is this a bug or standard behavior?

If its standard behavior what is the reasoning behind showing same start date and completion date for resource even though 0.75 HR time is charged?
