Attention: To align with new corporate security policies, and to match policies adopted by other communities within Oracle, the My Oracle Support Community access requirements will change beginning September 18, 2025. MOSC will now require that member accounts in our community be associated to a *corporate* email address. I'm working on oracle 11g release 2 , while the database was work fine , all users got the following error

ora 00257: archiver error, connect internal only, until freed.

after restarting the server, I couldn't connect to the db, the db doesn't started.

How can I solve this problem.
