Personalization for drop ship PO's

Hi,
For drop ship PO's we want to create a personalization where users should not be able to change the Ship-to field in the shipments section of the PO.  

I am pretty new to this personalization area. Can anyone throw some light how can i achieve it to make Ship-to field only a display field, it should not be editable.

This should be applicable only for drop ships
